&lt;p&gt;I had to go a bit further with my exact same problem. Turned out to be a group policy object which turned off BITS bandwidth during working hours, so that WSUS updates would be applied after hours.&lt;/p&gt;

I, the exchadmin, was unable to download the OAB. After much head-bashing I was shocked to learn that Exchange/Outlook use BITS to transfer the OAB.
